Lincks & Associates, Inc. Key Team Members

Ted F. Lincks founded Lincks & Associates, Inc. in 1987 and currently serves as Chief Executive Officer. Lincks has worked in the engineering field for nearly 45 years. Ted is the technical advisor to the firm, providing expertise on detailed transportation and engineering projects. Since its inception, Mr. Lincks has served as the firm's expert witness in the area of civil and transportation engineering for several clients that include; government agencies, utility companies and several major mixed use developments in the Tampa Bay area.

His professional experience includes representing numerous government agencies in the assessment of major state and local projects. Lincks served on the advisory committee for the State of Florida Manual of Uniform Minimum Standards from Design, Construction, and Maintenance for Streets and Highways and served on the Institute of Transportation Engineers Access Management Subcommittee. Ted was also the principal instructor under contract to the Federal Highway Administration for a course presented to local, state and feral transportation engineers in 20 states. Lincks is a member of the Institute of Transportation Engineers, Florida Engineering Society, American Society of Civil Engineers, American Planning Association and Leadership Tampa Alumni. Mr. Lincks graduated from the University of South Florida with a Bachelor of Science in Engineering.

Steven J. Henry is a founding member of Lincks & Associates, Inc. and has risen through the ranks to his current position of President of the firm. Henry is a transportation and civil engineer with more than 25 years of experience. As the due diligence coordinator, Steve serves as liaison between regulatory agencies and clients including; a local professional sports organization, regional supermarket chain, regional health care systems and state-wide residential home builders.

Henry’s professional experience includes: transportation and site engineering, roadway design and management of engineering studies to evaluate and develop recommendations for projects in both the public and private sectors. Mr. Henry graduated from North Carolina State University with a Bachelor of Science in Civil Engineering.

David W. Desilet is a Senior Project Manager with 30 years of experience. As the head of the civil engineering design group, Desilet is responsible for the design, permitting and construction phase services for the public and private roadways, industrial and residential subdivisions, multi-use developments, shopping centers and commercial projects.

For nearly 20 years, David has worked at Lincks & Associates, Inc. and has been involved with design projects throughout the State of Florida including a regional project for a national convenience store chain, as state-wide project for a national home improvement supplier, a local hospital and several residential developments in Pasco County. He also worked extensively on an international project for Euro Disney in Paris France. Desilet is a site development and stormwater design engineer and is a certified professional in erosion and sediment control. Mr. Desilet graduated from the University of South Florida with a Bachelor of Science in Civil Engineering.

Michael Yates is a Project Manager and Transportation Planner with nearly 20 years of experience. Michael has spent the majority of his career with Lincks & Associates, Inc. His areas of expertise include impact fee studies, growth management, access management, signal warrant analysis, proportionate share, mobility fee, external origin-destination surveys, traffic analysis studies for proposed land uses, rezoning petitions, concurrency, driveway permits, corridor studies, trip characteristics studies, pavement management systems and IVHS evaluation. Yates’ specialization in the Florida Standard Urban Transportation Model Structure (FSUTMS), along with numerous other transportation engineering software programs, makes him uniquely qualified to assist clients in a technologically advanced manner.

Yates has completed transportation studies for clients in the private and public sector including state transportation agencies, utility companies, local science and aquatic museums, residential communities and commercial projects. Yates is a member of the Institute of Transportation Engineers, American Planning Association and Tampa Bay Applications Group. Mr. Yates graduated from the University of South Florida with a Bachelor of Science in Civil Engineering.
